
HOUSE CONCURRENT RESOLUTION 86

Brown, Angotti, Butcher, Manchin, Martin, Marshall, Stephens, and
Yeager)
(Originating in the Committee on Government Organization)
Requesting the Joint Committee on Government and Finance to conduct
a study of the uses and availability of limited health care
services insurance, including prescription drug coverage to
increase affordable access to health care services.

Whereas, The cost of providing health care services, including
prescription drugs, continues to escalate; and

Whereas, Many of the State's citizens are without health
insurance or prescription drug insurance; and

Whereas, The cost of health care creates a financial burden for
many West Virginia citizens; and

Whereas, Some states have established programs utilizing
different strategies to reduce certain health care costs, including
the cost of prescription drugs; and

Whereas, The Legislature recognizes that innovative strategies
are required and all alternatives and options must be identified
and explored;

Whereas, Opportunities for sharing the risk of health care costs may exist through creative innovations within the insurance
industry and consideration of the worthiness of mandated health
benefits;

Resolved by the Legislature of West Virginia:

That the Joint Committee on Government and Finance is hereby
requested to review, examine and study the feasability of creating
risk sharing insurance arrangements for the purposes of lowering
health care expenditures and increasing access to affordable health
care services, including prescription drugs, for all citizens of
this State; and be it

Further Resolved, That the expenses necessary to conduct this
study, to prepare a report and to draft necessary legislation be
paid from legislative appropriations to the Joint Committee on
Government and Finance.
